I made the image: a 512 × 512 RGB PNG at artifacts/image.png. I checked it visually and against the style rules, and nothing in the brief is left unmet.

It shows one robot, front-facing and centred:

• Head: steel-coloured (#8a8f96), with one large green cyclops eye in the middle.
• Helmet: blue dome with a yellow stripe down the centre and a dark blue band at the brim.
• Hoodie: red-orange, with the hood around the neck, white drawstrings and a front pocket. The shoulders reach the bottom edge.
• Background: solid #0c1610 with a few tiny green specks.

Style checks:

• It's drawn on a 32 × 32 grid and enlarged 16 times with hard square edges, so there's no blur, smoothing or gradients.
• It uses 11 colours in total. Apart from black, all of them are the background colour or come from your palette.
• Every shape has a black outline. Black isn't in your palette list, but the "thick black outline" rule requires it.
• There's no text, frame or border.

Not checked: I reviewed the image by eye only. I didn't compare it with other pieces from the 787-piece set, so I can't confirm it fits in with them.

The script that draws it is tools/make_iu_0366.py, and artifacts/README.md records the size, format, colours and these limitations. Nothing is committed, and the image is left untracked as the task asked.
