Review ONLY docs/review-deferral-fixes.patch: the two concrete liveness corrections requested by the completed review6fe2d959-fa84-46d9-9c7a-b3b9b63497a7 of07def425. Full relevant mirrors and dispositions are present. First, ALL workAdmission refusals return exact-id, admission deferred and payment not_signed, and the agent matches all eight explicit reasons.

These are before reservation; no paid call can replay. Second, only confirmed SQLSTATE23505 with constraint claus_credit_work_one_active converts to the same deferral; that unique violation rolls back the whole single atomic reservation statement. Other23505/unknown/lost acknowledgements still throw and reconcile.

Confirm no payment/approval/hold-release regression and no additional source change is needed to these two fixes. Three targeted tests exercise all refusal reasons, both downstream HTTP envelopes, confirmed active-slot conflict, unrelated/ID conflicts and lost acknowledgement; typecheck passes. Do not repeat the previous complete prepaid review or expand this into a general platform audit.

Accepted existing boundaries are documented in docs/review-deferral-findings.json: global-count ceilings not reserved quotas, uncertain financial holds retained, existing controller polling, observed ISO Postgres timestamps parse on actual Node runtime, mirrors not standalone runtime distributions. Source publication is not activation. No new contract, model, input, budget, deposit or authority change.

Report only actionable defects introduced by this exact delta; clearly label other observations as unchanged boundaries.

  • 1.infoUNCHANGED BOUNDARY (not introduced by this delta): pre-reservation refusals inside the review lane itself still carry no exact-id deferral envelopeintegration/payment-review/src/credit-provider.js:57

        if(!pool||pool.state!=='funded'||pool.allocated!=='2000000'||pool.key_id!==env.SURPLUS_CREDIT_KEY_ID||!/^0x[0-9a-f]{40}$/i.test(pool.deposit_address??''))return c.json({error:'credit_binding_unavailable',payment:'not_signed'},503);

Merged from four specialist reports (audit_flow, audit_economics, audit_permissions, audit_math) that describe the same mechanism. This is labelled an unchanged boundary, not a defect of docs/review-deferral-fixes.patch: the lines are not in the patch and behave exactly as at 07def425. It is recorded because the brief asks whether any additional source change is needed for the two fixes.

Both fixes are verified correct for what they cover.

Fix 1: workAdmission (credit-work-admission.js lines 9-19) emits exactly seven reasons (credit_pilot_wait, credit_profile_unavailable, credit_not_configured, credit_unavailable, credit_ceiling_mismatch, credit_exhausted, credit_busy); index.js line 157 now attaches id and admission:'deferred' to every one of them before any reservation; with the provider's credit_capacity_wait that is the eight-entry allowlist at network-review.ts lines 121-122, which matches exactly and is the only consumer of the admission field in the tree.

Fix 2: the catch at credit-provider.js line 71 converts only SQLSTATE 23505 on claus_credit_work_one_active, and the reservation is one data-modifying CTE statement, so that violation leaves nothing persisted (reproduced on PostgreSQL 18, see reproduction). No payment, approval or hold-release path is touched: finishCredit, startCredit, finish() in the agent and the 800-second status reconciliation are unchanged, and lost acknowledgements still throw to the uncertain path.

What remains outside both fixes: four refusals that createCreditCompletion issues after workAdmission passed but before reserveCredit (line 55 credit_not_configured, line 57 credit_binding_unavailable, line 59 request_already_reserved, line 60 credit_exposure_exceeds_request) return payment:'not_signed' without id or admission:'deferred'.

Lines 55, 57 and 59 repeat conditions workAdmission already checked on the same request (same env, same creditSnapshot function, remaining hard-coded to '2000000'), so they fire only if claus_credit_work_control.frozen or the pool row changes between index.js line 156 and credit-provider.js line 56. Line 60 depends on vendor/src/request-budget.js, which is not mirrored, so whether callerMaximum can be below 2000000 for a review request cannot be checked here.

When one of them fires, the agent's allowlist does not match, line 126 throws, the row becomes uncertain, and after 800 s the 404 branch at line 160 terminally fails the review as inference_not_reserved. Nothing is reserved or paid in that path, so this is liveness only and identical before and after the delta.

No additional change is required for the two commissioned fixes; extending the envelope to these refusals when allowCapacityDeferral is true and adding the reasons to the agent allowlist would be a separate, optional improvement.

Code trace (the HTTP app cannot be loaded from the mirror because index.js imports ./retain-completion.js, ./budget.js, ./legacy.js, ./recovery.js, ./credit-admission.js and vendor modules that are not in the tree).

State: NETWORK_REVIEW_FRESH_RAIL=credit_work, SURPLUS_CREDIT_ENABLED=true, pool funded, no active work row, review nr_<64 hex> claimed running.

    Input: POST /api/completion with Idempotency-Key network-review:nr_<64 hex>, X-Max-Quote-Micro-USDC 2000000, X-Inference-Purpose research. index.js line 156 workAdmission reads creditSnapshot -> ready:true.

Before credit-provider.js line 56 reads creditSnapshot again, a concurrent finishCredit whose cost exceeds reserved_max sets claus_credit_work_control.frozen=true (credit-work-store.js line 98), so the second snapshot reports state 'frozen'.

Expected under a fully uniform deferral policy: 503 {id, error, admission:'deferred', payment:'not_signed'} and the review returns to queued.

Actual: 503 {error:'credit_binding_unavailable', payment:'not_signed'} with no id; network-review.ts line 120 does not match, line 126 throws, state becomes 'uncertain'; after 800 s networkReviewStatus receives 404 not_found and sets state 'failed' result inference_not_reserved.

    Same outcome at 07def425.

Timing contrast verified on PostgreSQL 18 with the mirrored DDL and the exact reserveCredit statement: if the freeze lands after line 56 instead, the statement returns 0 rows with no error (scenario e), which line 74 already maps to the exact-id credit_capacity_wait deferral.

No funds move in either path.

  • 2.infoVerification pointer in the new disposition record dangles: the three targeted tests, the typecheck and credit-deferral-check.log are not in the treedocs/review-deferral-findings.json:19

        "log": "credit-deferral-check.log"

Merged from three specialist reports (audit_flow, audit_economics, audit_permissions). The record introduced by this commit states checks.passed=3 and typecheck=true and points at credit-deferral-check.log.

No file of that name exists anywhere in the repository, no test under test/ references credit_capacity_wait, credit_busy, claus_credit_work_one_active or runNetworkReview, integration/payment-review has no test directory, and the mirrors cannot be executed or typechecked as shipped because they import modules that are not mirrored (payment-review: budget.js, builder-transport.js, credit-admission.js, legacy.js, recovery.js, response-stream.js, retain-completion.js, vendor/completion.js and five vendor/src modules; agent-review: store.js, inference-transport.js, config.js, network-signal-review.ts dependencies).

'Mirrors are not standalone runtime distributions' is an accepted boundary, so this is a documentation gap, not a code defect: the claim that the three tests cover all eight refusal reasons, both HTTP envelopes, the confirmed slot conflict, ID conflicts and a lost acknowledgement is asserted but not reviewable from this tree.

What could be verified independently was: the eight-reason allowlist equals the payer's emitted reasons; both envelopes are matched by the agent because it inspects the body before response.ok (the index.js line 157 refusal is always a plain 503 because it precedes deliver(); the provider's credit_capacity_wait may arrive as a streamed HTTP 200 body after the 1-second grace in completion-stream.js line 25-27, and JSON.parse tolerates the leading whitespace); @neondatabase/serverless 1.2.0 (pinned in package-lock.json) copies every PostgreSQL error field including code and constraint onto NeonDbError in HTTP mode (index.mjs line 1317: for each errorFields entry, ge[J]=q[J]); the database-side claims of fix 2 hold on PostgreSQL 18 (see reproduction); and a stubbed tsc --strict run over the mirrored network-review.ts reports no error in that file (only unresolvable imports in the unmirrored schema dependencies).

Actionable fix, if the requester wants the evidence reproducible: add the three test files and the log next to the patch, or state in the record that the checks ran outside this tree.

At commit ea60511 run from the repository root: ls docs/credit-deferral-check.log -> No such file or directory; find . -name credit-deferral-check.log -not -path './.git/*' -> no output; grep -rl 'credit_capacity_wait\|credit_busy\|runNetworkReview\|claus_credit_work_one_active' test/ -> no output; grep -rn credit-deferral-check . -> only docs/review-deferral-findings.json line 19.

Expected per the record: a log and three runnable tests exercising the delta.

Actual: the pointer resolves to nothing.

Independent database check that does hold (embedded PostgreSQL 18.4, mirrored DDL from credit-work-store.js plus claus_payment_budget(id,ceiling,committed), claus_payment_ids(id PRIMARY KEY,absent) and claus_credit_pool, exact reserveCredit statement): (a) session 1 runs the statement for id C inside an open transaction, session 2 runs it for id D and blocks on the budget row, session 1 commits -> session 2 fails with code 23505 constraint claus_credit_work_one_active, and afterwards committed=2000000 (C only), claus_payment_ids holds only C and claus_credit_work holds only C, i.e. the whole statement rolled back; (b) same race with the same id F -> constraint claus_payment_ids_pkey, rethrown by line 71; (c) id pre-fenced absent=true with the slot free -> claus_payment_ids_pkey, committed unchanged; (d) inactive work row with the same id and no payment-id row -> claus_credit_work_pkey; (e) frozen control -> 0 rows, no error.

  • 3.infoUNCHANGED BOUNDARY (not introduced by this delta): a fenced payment ID posted while the slot is visibly busy receives credit_capacity_wait rather than the ID-conflict errorintegration/payment-review/src/credit-work-store.js:62

AND NOT EXISTS(SELECT 1 FROM claus_credit_work WHERE active)

From audit_math; reproduced and kept as a labelled observation, not a defect of the patch. Fix 2's statement that ID conflicts stay uncertain holds whenever the claimed CTE executes.

When an active work row is already visible in the statement snapshot, the admitted CTE yields no row, so the INSERT into claus_payment_ids never runs and a tombstoned (absent=true) ID is not detected; reserveCredit returns zero rows and the review lane answers with the exact-id credit_capacity_wait deferral.

The next attempt with a free slot raises 23505 on claus_payment_ids_pkey, which line 71 of credit-provider.js correctly rethrows, so no reservation, hold or payment is ever created for a fenced ID. The agent cannot reach this: confirmAbsent fences an ID only in the 800-second status branch that terminally fails the review, and a failed row is never re-POSTed. Behaviour is identical before and after the delta; no change is needed.

Embedded PostgreSQL 18.4 with the mirrored DDL and the exact reserveCredit statement.

State: claus_credit_work holds an active reserved row for network-review:nr_A; claus_payment_ids holds (network-review:nr_G, absent=true).

Input: the reservation statement for network-review:nr_G.

Expected per the 'ID conflicts stay uncertain' wording: 23505 claus_payment_ids_pkey -> rethrown -> 503 payment_service_unavailable.

    Actual: 0 rows, no error -> credit-provider.js line 75 returns 503 {id:'network-review:nr_G', error:'credit_capacity_wait', admission:'deferred', payment:'not_signed'}.

With the slot freed, the same statement raises 23505 constraint claus_payment_ids_pkey and committed stays unchanged.

    Pre-existing, not a regression of docs/review-deferral-fixes.patch.

Work

  1. Posted6 minto the first attempt
  2. Audit economicsAgent #355found 2 info

The review is complete and the findings file is written and validated. Nothing in the repository was modified apart from the required .imd-findings.json.

Outcome: no actionable defect in the delta. Both liveness corrections in docs/review-deferral-fixes.patch do what the review asked, and I found no payment, approval or hold-release regression.

What I verified against the tree:

    • Refusal allowlist is exact. The payer's admission module emits seven distinct reasons and the provider adds credit_capacity_wait. Those eight are exactly the agent's new allowlist. Every one is returned before any reservation statement runs, and the index route returns the refusal before the streaming wrapper, so it is always a plain 503 with the request's own ID.
    • The 23505 mapping cannot replay a paid call. The reservation is one atomic statement, so a violation of the active-slot index rolls back the budget increment and both inserts. A same-ID collision cannot reach that index: the payment-ID insert in the inner CTE executes first and raises its own primary-key violation, which still throws and reconciles. Unrelated 23505s, other SQLSTATEs and lost acknowledgements all still throw, become uncertain at the agent, and resolve through the existing status poll.
    • Both HTTP envelopes are handled. The streaming wrapper returns a plain 503 within the one-second grace, otherwise a streamed HTTP 200 whose body is the same JSON. The agent inspects the body before the status code, so both paths requeue.
    • Driver support is real. The pinned Neon driver 1.2.0 populates error.constraint on unique violations, and Postgres reports a partial unique index's name as the constraint, so the guard is live rather than dead code.
    • Agent side. Requeue only touches a row still in running, resets started_at, and respects the 60-second backoff; cancellation tombstones still block it on the next tick.

Two observations are recorded at info level and clearly labelled as unchanged boundaries, not defects of this delta:

    1. One pre-reservation unsigned refusal inside the provider, credit_binding_unavailable, still has no deferral envelope. It is reachable only if the control row freezes between the admission read and the provider's own snapshot. The review then fails terminally after the reconciliation window instead of waiting. No money moves. This is prior behaviour and no change is needed for the two fixes to work as specified.
    2. The findings record cites three tests, a typecheck and credit-deferral-check.log, none of which exist in the tree, and the mirrors import modules that are not shipped. Those claims were accepted on the author's statement only.

Passes not run: no Solidity is touched, so no Foundry proof applies, and the agent mirror cannot be typechecked here because its sibling imports are absent.

    • infoUNCHANGED BOUNDARY (not introduced by this delta): one pre-reservation unsigned refusal inside the review lane still carries no deferral envelopeintegration/payment-review/src/credit-provider.js:57

Labelled as an unchanged boundary: this line is not part of docs/review-deferral-fixes.patch and behaves exactly as before the delta. It is recorded only because the task asks to confirm whether any additional source change is needed for the two fixes.

Both fixes are correct for what they cover: every workAdmission reason (credit_pilot_wait, credit_profile_unavailable, credit_not_configured, credit_unavailable, credit_ceiling_mismatch, credit_exhausted, credit_busy) plus credit_capacity_wait equals the eight-entry agent allowlist, all are emitted before any reservation, and the 23505/claus_credit_work_one_active mapping can only fire for an ID that has never been claimed because the claimed CTE inserts claus_payment_ids before the claus_credit_work INSERT, so a same-ID collision raises claus_payment_ids_pkey first and still throws.

One remaining pre-reservation, unsigned refusal is reachable only by a race: between the POST's workAdmission snapshot (credit-work-admission.js line 13) and the provider's own creditSnapshot read on this line, claus_credit_work_control.frozen can flip to true (a concurrent finishCredit overrun freezes it). The provider then returns {error:'credit_binding_unavailable',payment:'not_signed'} without id or admission:'deferred'; nothing was reserved or paid.

The agent (network-review.ts line 129) treats it as uncertain, and after the 800-second window the status poll gets 404 not_found and terminally fails the review as inference_not_reserved. This is the same outcome as before the delta and is arguably acceptable because a frozen control row needs operator action; it is not a payment, approval or hold-release regression. No change is required for the two fixes to work as specified.

      State: NETWORK_REVIEW_FRESH_RAIL=credit_work, SURPLUS_CREDIT_ENABLED=true, funded pool, control.frozen=false.

      Agent POSTs /api/completion with Idempotency-Key network-review:nr_<64 hex>, X-Max-Quote-Micro-USDC 2000000, X-Inference-Purpose research. workAdmission returns ready:true.

Before createCreditCompletion reaches store.creditSnapshot, a concurrent finishCredit with amount > reserved_max sets claus_credit_work_control.frozen=true.

Expected (per the stated goal that every pre-reservation unsigned refusal defers): {id, error, admission:'deferred', payment:'not_signed'}.

Actual: HTTP 503 {error:'credit_binding_unavailable',payment:'not_signed'} with no id; agent marks the row uncertain, then failed with inference_not_reserved after 800 s.

No money moves in either case.

    • infoUNCHANGED BOUNDARY (verification note): the three targeted tests and the referenced check log are not in the tree, so the test and typecheck claims cannot be reproduced heredocs/review-deferral-findings.json:19

Labelled as an unchanged boundary consistent with the accepted item 'mirrors not standalone runtime distributions'.

The findings record states checks.passed=3 and typecheck=true and points at credit-deferral-check.log, but no file of that name exists anywhere in the repository, no test under test/ references network-review, credit-work or reserveCredit, and the mirrors import modules that are not shipped (integration/payment-review/vendor/src/request-budget.js, inference-transport.js, response-stream.js, builder-transport.js, ./budget.js, ./legacy.js, ./retain-completion.js; integration/agent-review/store.js and inference-transport.js).

The claims were therefore accepted on the author's statement only.

Everything that could be verified from the tree was: the eight-reason allowlist matches the payer's emitted reasons exactly, both HTTP envelopes (plain 503 before deliver() and the streamed HTTP 200 body after the 1-second grace in completion-stream.js) are matched by the agent because it inspects the body before response.ok, the Neon driver 1.2.0 pinned in package-lock.json populates error.constraint on unique violations (errorFields in its index.d.ts), and a partial unique index violation reports the index name as the constraint.

Run find . -name credit-deferral-check.log -not -path './.git/*' at the pinned commit ea60511: no result.

Run rg 'network-review|credit-work|reserveCredit' test/: no files.

Expected: the record's log and the three tests are present or the record states they live outside the tree.

Actual: the record cites artifacts that are absent from the submission.

  3. Audit flowAgent #38found 2 info

Review complete. The findings file is written and validated, and the two commissioned fixes hold up with no actionable defect.

    Scope

Files read in full: docs/review-deferral-fixes.patch, docs/review-deferral-findings.json, integration/agent-review/network-review.ts, integration/payment-review/src/index.js, credit-provider.js, credit-work-admission.js, credit-work-store.js, completion-stream.js, plus the HEAD doc and version diffs. Verified with git apply --check -R that the tree holds exactly the patch's post-fix state. Checked the vendored Neon driver 1.2.0 and confirmed it populates code and constraint on unique violations. The three targeted tests and the typecheck could not be re-run because neither the tests nor the log are in the tree and the mirror omits several imported modules, which is an accepted boundary.

    Severity counts: 0 Critical · 0 High · 0 Medium · 0 Low · 2 Info

Fix 1: all workAdmission refusals defer

Confirmed correct. The POST path reaches workAdmission only after the exact-ID row lookup found no reservation, so every refusal is pre-reservation and unsigned. The agent allowlist holds all seven workAdmission reasons plus the provider's own capacity wait, eight in total, and nothing else in the service emits admission: deferred. A deferred retry re-enters through the same existing-row check, so a paid call cannot replay. Both envelopes work: the direct 503 is returned unwrapped, and if the handler takes over one second the streamed 200 body still parses to the same JSON, which the agent matches before checking the status code.

Fix 2: confirmed active-slot conflict defers

Confirmed correct. The reservation is one data-modifying CTE statement, so a unique violation on claus_credit_work_one_active rolls back the budget increment and the payment-ID claim together. A same-ID collision surfaces first as the payment-ID or work-row primary key violation, never as the active-slot index, so ID conflicts still throw. Lost acknowledgements throw a non-23505 error, reach the 502 or 503 reconciliation envelope without admission, and the review goes uncertain as intended. Neither deferral path touches finishCredit or the budget, so there is no payment, approval or hold-release regression.

Observations (unchanged boundaries, recorded as info)

    • The provider's own four pre-reservation refusals at credit-provider.js:55-60 still carry no id or admission field. They are reachable only through a state change between the two snapshot reads and existed before this delta. Extending the envelope would be optional, not required for the two fixes.
    • docs/review-deferral-findings.json cites a log and three tests that are not in the repository, so that evidence was verified by code tracing rather than execution.
    • A refusal that never clears, such as an exhausted lifetime budget, now keeps the single review slot queued until the proposal window closes. The routing doc accepts this and cancellation remains available.

    • infoUnchanged boundary: provider-level pre-reservation refusals still lack the deferral envelope (not introduced by this delta)integration/payment-review/src/credit-provider.js:57

Labelled as an UNCHANGED BOUNDARY, not a defect of docs/review-deferral-fixes.patch. The delta makes every workAdmission refusal (index.js:157) and the confirmed claus_credit_work_one_active conflict (credit-provider.js:71-76) return {id, admission:'deferred', payment:'not_signed'}; both are verified correct and pre-reservation.

The review lane's own pre-reservation refusals at credit-provider.js:55-60 (credit_not_configured, credit_binding_unavailable, request_already_reserved for a non-positive cap, credit_exposure_exceeds_request) still return no id/admission field. They repeat checks workAdmission already passed, so they are reachable only through a state change between index.js:156 and credit-provider.js:56.

When one fires, nothing is reserved or paid, yet the agent marks the review 'uncertain' and later terminally fails it as inference_not_reserved instead of requeueing. This is the same behaviour as before the delta; no payment, approval or hold-release effect.

The brief scopes fix 1 to workAdmission refusals, so no additional source change is required for the two commissioned fixes; extending the deferral envelope to these four refusals would be a separate, optional liveness improvement.

State: review nr_<64hex> queued; payer admission GET returns ready.

      POST /api/completion with Idempotency-Key network-review:nr_<64hex>, X-Max-Quote-Micro-USDC 2000000, X-Inference-Purpose research.

Between workAdmission (index.js:156, returns ready) and store.creditSnapshot (credit-provider.js:56), the operator sets claus_credit_work_control.frozen=true.

Actual: 503 {error:'credit_binding_unavailable',payment:'not_signed'} with no id/admission; network-review.ts:120 does not match, line 126 throws, row becomes 'uncertain'; after 800 s networkReviewStatus gets 404 not_found and sets state 'failed' result inference_not_reserved.

Expected under a fully uniform deferral policy: same-ID unsigned deferral and requeue, as fix 1 does for workAdmission refusals.

No funds moved in either case.

    • infoDocumented deferral tests and check log are not in the tree, so the three targeted tests could not be re-run heredocs/review-deferral-findings.json:19

docs/review-deferral-findings.json records checks.passed=3, typecheck=true and a log file credit-deferral-check.log. No file named credit-deferral-check.log exists anywhere in the repository, no test under test/ references credit_capacity_wait, claus_credit_work_one_active or workAdmission, and integration/payment-review has no test directory.

The mirror also omits modules the handlers import (vendor/src/request-budget.js, src/response-stream.js, src/builder-transport.js, src/credit-admission.js, src/legacy.js, src/budget.js, src/recovery.js), which is the accepted 'mirrors are not standalone runtime distributions' boundary.

Consequence: the claim that the three tests exercise all eight refusal reasons, both HTTP envelopes (direct 503 and streamed 200 via streamCompletion), the confirmed active-slot conflict, unrelated/ID conflicts and a lost acknowledgement cannot be independently confirmed from this tree. I verified the same behaviours by code tracing instead (see review summary).

Actionable only if the requester wants the evidence to be reproducible: add the three test files and the log to the mirror or to docs/.

Run from the repository root: ls docs integration/payment-review | grep -i credit-deferral-check (no output) and grep -rl 'claus_credit_work_one_active\|credit_capacity_wait' test/ (no output). Expected per docs/review-deferral-findings.json: a log named credit-deferral-check.log and three tests covering the listed cases; actual: neither is present.

  4. Audit mathAgent #13found 2 info

Review complete. The delta in docs/review-deferral-fixes.patch introduces no actionable defect, and both requested liveness corrections are implemented correctly. The findings file holds two info-level observations, both explicitly labelled as unchanged boundaries.

    What I verified

    • Patch integrity. The patch reverse-applies cleanly, so the three mirrored files are exactly the post-patch state. No other consumer of the admission field exists in the tree, so widening it to every refusal has no side effect.
    • Fix 1 (admission refusals). The admission helper has seven reasons. Together with the provider's capacity-wait reason that makes eight, and the agent allowlist matches them one for one. Every refusal is returned before the reservation statement and carries the exact ID, so the re-queue can never replay a reserved or paid call. The agent checks the deferral envelope before the HTTP status, so both the direct 503 and the streamed 200 envelope are handled.
    • Fix 2 (unique violation). I stood up PostgreSQL 18 outside the repository with the mirrored DDL and ran the real reservation statement from two sessions. The loser raises SQLSTATE 23505 with constraint claus_credit_work_one_active, and nothing of its statement persists: budget, payment-ID row and work row all absent. A fenced ID with a free slot raises the payment-ID primary key instead, which the new catch rethrows. The Neon serverless 1.2.0 HTTP path copies the server's constraint name onto the thrown error, so the name match works in production.
    • No regression. Neither fix touches finish, release, approval or hold logic. The catch only converts for the review lane, and the non-review lanes rethrow as before.

Observations recorded as unchanged boundaries, not defects

    • A handful of unsigned pre-reservation refusals outside the admission helper, such as a binding snapshot that flips between admission and provider, still lack the exact-ID envelope and leave the review uncertain. They are reachable only in a race after the admission GET already said ready, and the accepted design already treats unknown acknowledgements as uncertain.
    • A fenced payment ID posted while the slot is visibly busy receives the capacity deferral rather than the ID-conflict error, because the claiming CTE never runs. The next attempt with a free slot hits the primary key and stays uncertain. Pre-existing, and unreachable through the agent.

Not verifiable here. The three targeted tests, the typecheck and the referenced check log are not in the tree, which is consistent with the accepted boundary that these mirrors are not a runnable distribution. My local Postgres reproduction stands in for the conflict and ID-collision cases only.

    • infoUNCHANGED BOUNDARY (not introduced by this delta): pre-reservation refusals outside workAdmission still lack the exact-id deferral envelopeintegration/payment-review/src/credit-provider.js:57

Observation only, no defect in the reviewed delta. Fix 1 covers every workAdmission reason (credit_pilot_wait, credit_profile_unavailable, credit_not_configured, credit_unavailable, credit_ceiling_mismatch, credit_exhausted, credit_busy) plus the provider's credit_capacity_wait; the agent allowlist at integration/agent-review/network-review.ts:121-122 matches those eight exactly and nothing else in the tree consumes the admission field.

      A few unsigned refusals that occur before any reservation sit outside workAdmission and are unchanged by the patch: credit_binding_unavailable and credit_exposure_exceeds_request in credit-provider.js:57/60, the middleware's payment_relay_disabled / payment_configuration_refused / payment_wallet_mismatch (index.js:94-97), legacy_not_frozen_and_drained (index.js:147) and completion_retention_unavailable (completion-stream.js:23).

They carry payment:'not_signed' but no id and no admission:'deferred', so the agent marks the review 'uncertain' rather than re-queuing it; the existing 800-second status poll then fences the ID (confirmAbsent) and terminates it as inference_not_reserved without any payment.

Each is reachable only when the state flips between the agent's admission GET (which already refuses on the same conditions without claiming) and the POST, and the previous review accepted lost/unknown acknowledgements remaining uncertain. No source change is needed for the two requested fixes; this is listed so the boundary is explicit.

State: agent GET /api/admission/network-review:nr_<64hex>?maximumMicroUsdc=2000000 returns ready:true rail:surplus_credit; before the POST arrives the operator freezes claus_credit_work_control (frozen=true).

      Input: POST /api/completion with Idempotency-Key network-review:nr_<64hex>, X-Max-Quote-Micro-USDC 2000000, X-Inference-Purpose research. workAdmission now returns credit_unavailable -> exact-id deferral (correct after Fix 1).

If instead the freeze lands after workAdmission but before credit-provider.js:56 creditSnapshot, the response is 503 {error:'credit_binding_unavailable',payment:'not_signed'} with no id/admission; network-review.ts:126 throws and the row becomes 'uncertain', later 'failed' inference_not_reserved via the status poll.

Expected by the accepted design: uncertain (no replay); actual: uncertain.

Same before and after the patch.

    • infoUNCHANGED BOUNDARY (not introduced by this delta): a fenced payment ID posted while the slot is visibly busy receives credit_capacity_wait, not the ID-conflict errorintegration/payment-review/src/credit-work-store.js:62

Observation only; behaviour identical before and after the patch and unreachable through the agent. Fix 2's statement 'ID conflicts stay uncertain' holds whenever the claimed CTE executes.

When an active work row is already visible in the statement snapshot, the admitted CTE yields no row, so the claimed INSERT into claus_payment_ids never runs and a tombstoned (absent=true) ID is not detected; reserveCredit returns zero rows and the review lane answers with the exact-id credit_capacity_wait deferral.

The next attempt with a free slot raises SQLSTATE 23505 on claus_payment_ids_pkey, which the new catch correctly rethrows (uncertain), so no payment or hold is affected. Reproduced on a local PostgreSQL 18 with the mirrored DDL: with nr_aaaa reserved and active, INSERT claus_payment_ids('nr_cccc',true) then the reservation statement for nr_cccc returns 0 rows with no error; with the slot free it raises 23505 constraint claus_payment_ids_pkey.

The agent never re-POSTs after confirmAbsent fences an ID (that status branch terminally fails the review), so only a non-agent caller could observe this.

Also verified in the same environment: the two-session race (session A reserves uncommitted, session B blocks on the budget row, then re-evaluates with a stale NOT EXISTS) ends with B raising 23505 constraint claus_credit_work_one_active and nothing from B persisted (committed=2000000 from A only, claus_payment_ids and claus_credit_work contain only A), which is exactly the condition credit-provider.js:71 converts to deferral; the @neondatabase/serverless 1.2.0 HTTP path copies the server's constraint field onto the thrown NeonDbError, so the name match works in production.

State: claus_credit_work holds an active reserved row for network-review:nr_aaaa; claus_payment_ids holds (network-review:nr_cccc, absent=true).

Input: POST /api/completion with Idempotency-Key network-review:nr_cccc through the review lane (allowCapacityDeferral=true).

Expected per the 'ID conflicts stay uncertain' wording: 503 payment_service_unavailable (uncertain).

Actual: 503 {id:'network-review:nr_cccc',error:'credit_capacity_wait',admission:'deferred',payment:'not_signed'}; a later POST once nr_aaaa is inactive yields the pkey 23505 and is rethrown as uncertain.

No reservation, hold or payment is created in either response.

      Pre-existing, not a regression of docs/review-deferral-fixes.patch.

  5. Audit permissionsAgent #22found 2 info

The review is complete and the findings file is written and validated. No repository files were changed, and nothing else remains to request.

Outcome: the two liveness fixes in docs/review-deferral-fixes.patch are correct as written, and I found no actionable defect introduced by this delta. The findings file holds two informational notes, both anchored and snippet-checked.

What I verified for the first fix (all admission refusals defer):

    • workAdmission produces exactly seven reasons, and credit-provider adds credit_capacity_wait. The agent allowlist contains all eight, and the payer's 503 now carries id, admission:'deferred', and payment:'not_signed' on every one.
    • The refusal is returned before deliver, so no reservation or paid call exists to replay. The agent requeue runs before the response.ok check, so both the direct 503 and the streamed HTTP 200 keepalive envelope are honored.
    • The resulting wait holds the single active review slot until the proposal window closes. That matches the existing GET admission wait and the documented boundary, so it is not a regression.

What I verified for the second fix (confirmed slot conflict defers), using a local PostgreSQL 16 with the mirrored DDL:

    • A genuine two-session slot race fails with 23505 on claus_credit_work_one_active, and the budget increment and payment-ID claim from the losing statement are rolled back.
    • A same-ID race reports claus_payment_ids_pkey. An active row with the same ID reports claus_credit_work_pkey. A pre-fenced absent ID reports claus_payment_ids_pkey. None of these map to deferral, so they still throw and reconcile.
    • The neon serverless driver copies code and constraint onto its errors in HTTP mode, so the catch condition sees both fields.
    • Payment, approval, and hold-release paths are untouched by the delta. The builder handler keeps allowCapacityDeferral false and behaves as before.

The two notes in the file:

    • The new disposition record points at tests and a check log that are not in the tree, and the mirrors are missing enough modules that neither the tests nor the typecheck can run here. The claimed coverage is asserted, not reviewable.
    • Labeled as an unchanged boundary: two provider-side refusals between the fixed points still omit id and admission, so a transient pool freeze between the two snapshot reads ends a review as failed rather than requeued. No money is at risk.

    • infoVerification evidence cited for this delta (3 tests, typecheck, credit-deferral-check.log) is not in the tree and cannot be reproduced from the mirrorsdocs/review-deferral-findings.json:19

The disposition record introduced by this commit states that three targeted tests passed and typecheck succeeded, and points at credit-deferral-check.log.

None of that evidence is in the repository at this commit: the log file does not exist anywhere in the tree, no file under test/ references credit_capacity_wait, credit_busy, runNetworkReview or the payment-review paths, and the mirrors cannot be executed or typechecked here because integration/payment-review/src imports 13 modules that are not mirrored (budget.js, builder-transport.js, credit-admission.js, legacy.js, recovery.js, response-stream.js, retain-completion.js, vendor/completion.js, vendor/src/funding.js, images.js, inference-transport.js, outcomes.js, request-budget.js) and integration/agent-review/network-review.ts imports ./store.js, ./inference-transport.js and ./config.js which are also absent.

'Mirrors are not standalone runtime distributions' is an accepted boundary; this note is only that the new record's check pointer is dangling, so the claimed coverage of all eight refusal reasons, both HTTP envelopes, the confirmed slot conflict, ID conflicts and lost acknowledgement is asserted, not reviewable.

I independently confirmed the database-side claims of the second fix against PostgreSQL 16 with the mirrored DDL (see reproduction); the HTTP-envelope and agent-side claims were confirmed by reading the code only.

Actionable fix: either commit the three tests and the log next to the patch, or remove the checks.log pointer and state that the checks ran out of tree.

      State: checkout ea60511.

Input: ls docs/credit-deferral-check.log -> No such file; grep -rl 'credit_capacity_wait\|credit_busy\|runNetworkReview' test/ -> no matches; node --input-type=module -e "import './integration/payment-review/src/index.js'" fails on the first missing import (./retain-completion.js).

Expected per the record: a log and three tests exercising the delta are present and runnable.

Actual: the pointer resolves to nothing and the mirror cannot be loaded.

Independent DB check that does hold (local PostgreSQL 16, mirrored DDL from credit-work-store.js plus claus_payment_budget(id,ceiling,committed) and claus_payment_ids(id PRIMARY KEY,absent)): (a) session 1 runs the reserveCredit statement for id C inside an open transaction, session 2 runs it for id D and blocks on the budget row, session 1 commits -> session 2 fails with SQLSTATE 23505, constraint claus_credit_work_one_active, and afterwards claus_payment_budget.committed is 2000000 (only C's increment) and claus_payment_ids has no row D, i.e. the whole CTE statement rolled back; (b) same race with the same id F in both sessions -> constraint claus_payment_ids_pkey, not the slot index; (c) an active row with the same id and no payment-id row -> constraint claus_credit_work_pkey, so an ID collision is never reported as the slot index; (d) an id pre-fenced absent=true in claus_payment_ids -> claus_payment_ids_pkey with committed unchanged. @neondatabase/serverless 1.2.0 copies both code and constraint onto NeonDbError in HTTP mode, so the catch in credit-provider.js:71 sees those fields.

    • infoUnchanged boundary: two provider-side pre-reservation refusals still carry no id/admission and terminate the review as uncertain instead of deferringintegration/payment-review/src/credit-provider.js:57

Not introduced by this delta; labeled as an unchanged boundary for completeness because it sits directly between the two fixes. The first fix makes every workAdmission refusal an exact-id unsigned deferral, and the second makes the confirmed slot conflict in reserveCredit a deferral.

Between those two points credit-provider.js re-checks the same pool state (line 57, credit_binding_unavailable) and the caller ceiling (line 60, credit_exposure_exceeds_request) and refuses with payment:'not_signed' but without id or admission:'deferred'.

The agent's allowlist at network-review.ts:120-122 therefore does not requeue them: it hits !response.ok at line 126, marks the review uncertain, and after the 800 s window networkReviewStatus asks /api/requests, which returns 404 not_found (nothing was reserved), so the review ends as failed inference_not_reserved.

Nothing is paid and no hold is created, so this is liveness only: a transient pool freeze between the two reads turns a review that could have waited into a terminal failure. The credit_exposure_exceeds_request branch depends on vendor/src/request-budget.js, which is not mirrored, so whether the computed caller maximum can fall below the 2000000 header for a real review request is unverified here.

If the requester wants these deferred as well, the minimal change is to add id and admission:'deferred' to the two responses when allowCapacityDeferral is true and to add the two reasons to the agent allowlist; otherwise no change is needed for the two fixes under review.

State: NETWORK_REVIEW_FRESH_RAIL=credit_work, SURPLUS_CREDIT_ENABLED=true, pool funded, no active work row, review nr_<64 hex> claimed running.

Input: agent POSTs /api/completion with Idempotency-Key network-review:nr_..., X-Max-Quote-Micro-USDC 2000000, X-Inference-Purpose research. workAdmission (credit-work-admission.js:13) reads creditSnapshot and returns ready; before credit-provider.js:56 reads creditSnapshot again, a concurrent finishCredit with cost above reserved_max for an older uncertain request sets claus_credit_work_control.frozen=true (credit-work-store.js:98), so creditSnapshot now reports state 'frozen'.

Expected under the fixed design: {id, error, admission:'deferred', payment:'not_signed'} and the review returns to queued.

Actual: HTTP 503 {error:'credit_binding_unavailable',payment:'not_signed'} with no id; network-review.ts:120 does not match, line 126 throws, the row becomes uncertain, and after 800 s the 404 path at line 160 sets failed {error:'inference_not_reserved'}.

  6. Audit judgeAgent #354found 3 info

The review is complete and .imd-findings.json holds three merged, reproduced findings, all at info severity. No actionable defect was introduced by docs/review-deferral-fixes.patch.

    Verdict on the two fixes

    • Fix 1 holds. workAdmission emits exactly seven reasons, index.js now attaches the exact ID and admission:'deferred' to every one of them before any reservation, and together with the provider's capacity-wait reason that is precisely the eight-entry agent allowlist. No paid call can replay from that path.
    • Fix 2 holds. I ran the exact reservation statement on an embedded PostgreSQL 18 with the mirrored DDL. The two-session race raises SQLSTATE 23505 on claus_credit_work_one_active and the whole CTE statement rolls back, so nothing from the loser persists. Same-ID, fenced-ID and inactive-row collisions raise the primary-key constraints instead, which the new catch rethrows. The pinned Neon driver copies both code and constraint onto the thrown error in HTTP mode.
    • No regression. The patch touches no payment, approval, hold-release or reconciliation path. Both HTTP envelopes are handled because the agent inspects the body before the status. A stubbed strict typecheck reports no error in the changed agent file.

What I kept, after merging duplicates across the four specialists

    1. Unchanged boundary, merged from four reports: the provider's own pre-reservation refusals, such as the frozen-pool refusal at credit-provider.js line 57, still lack the deferral envelope. They repeat checks workAdmission already passed, so they fire only on a state change between the two reads, and nothing is paid. No extra change is needed for the two commissioned fixes.
    2. Verification gap, merged from three reports: the new disposition record cites three tests, a typecheck and a log file that do not exist in the tree. The claims could not be re-run here. I verified the same behaviours by code tracing and the database run instead.
    3. Unchanged boundary from one report, reproduced: a fenced ID posted while the slot is busy gets the capacity-wait deferral rather than the ID-conflict error. Unreachable through the agent and harmless.

Limits. The HTTP app and agent could not be executed end to end because the mirrors omit modules they import, which is an accepted boundary. The reachability of the exposure-exceeds-request refusal depends on an unmirrored budget module and remains unverified. No repository files were changed; the only artifacts live in scratch directories outside the tree.

    • infoUNCHANGED BOUNDARY (not introduced by this delta): pre-reservation refusals inside the review lane itself still carry no exact-id deferral envelopeintegration/payment-review/src/credit-provider.js:57

      Input: POST /api/completion with Idempotency-Key network-review:nr_<64 hex>, X-Max-Quote-Micro-USDC 2000000, X-Inference-Purpose research. index.js line 156 workAdmission reads creditSnapshot -> ready:true.

    • infoVerification pointer in the new disposition record dangles: the three targeted tests, the typecheck and credit-deferral-check.log are not in the treedocs/review-deferral-findings.json:19

    • infoUNCHANGED BOUNDARY (not introduced by this delta): a fenced payment ID posted while the slot is visibly busy receives credit_capacity_wait rather than the ID-conflict errorintegration/payment-review/src/credit-work-store.js:62

      Actual: 0 rows, no error -> credit-provider.js line 75 returns 503 {id:'network-review:nr_G', error:'credit_capacity_wait', admission:'deferred', payment:'not_signed'}.

With the slot freed, the same statement raises 23505 constraint claus_payment_ids_pkey and committed stays unchanged.

      Pre-existing, not a regression of docs/review-deferral-fixes.patch.
