The review is complete. The findings file is written and validated, the working tree is clean, and every scratch file and the temporarily installed dependencies are removed.
Outcome. No authority bypass was found: hostile projects cannot reach Claus signing, executor payment or IMD payment without the normal review, owner and policy gates, and the review-evidence binding to deployed bytecode is tight. The defects are economic and liveness ones in the admission and dispatcher accounting. Six findings are in
.imd-findings.json, three of them reproduced with scratch tests run against this tree.- Medium, public review pool burned at zero cost. Lifetime exposure and the owner, project and global day counters are charged at admission and never released when the review-execute job is cancelled before dispatch, although the sponsor's funds are. Four unfunded sign-in addresses doing accept-then-cancel exhausted the full 4 IMD pool in my reproduction with sponsor spend of zero, after which a genuine owner got
sponsor_exhausted. The existing test suite asserts this post-cancel exhaustion as intended, so it is a design gap rather than an oversight, but it lets anyone switch off the public programme for free. - Medium, one lost broadcast wedges the shared executor wallet. After a single RPC timeout on broadcast the transaction sits in state
unknown, is never re-sent, and holds the wallet slot forever. Every later prepare for any public or pilot project returnswallet_busy, with no operator path to recover. Reproduced. - Low, cancelled case is a dead end. A pre-dispatch cancel leaves the case
admittedwith an admitted quote, so the same build and commit can never be requested or accepted again. Reproduced. - Low, gas cap exhaustion loops forever. The gas-exhausted error is not treated as terminal anywhere, so capped public jobs retry every minute indefinitely instead of blocking visibly.
- Low, dispatcher budget griefing. A requester can cancel or set a tight deadline so the signed resolve reverts on chain, and the reverted gas is charged to the immutable 0.0004 test-ETH allocation.
- Info, planned allocation arithmetic. The per-project and total gas caps cannot cover eight projects each doing registration plus one upgrade. This is an owner policy choice, recorded for the activation decision.
Scope limitations. Reproductions are Node tests against the in-memory store; no Sepolia, mainnet or IMD calls were made. No Foundry proofs were written because no finding is in Solidity code. Actual Sepolia gas prices and the IMD provider's failure semantics were not verified, so the per-transaction cap adequacy is reported as unverified. Contract-side review of the executor, inbox and readonly project found no defect beyond the cancel race noted above.

onAdmission() writes review-cases[id].state = 'admitted'.
When the review-execute workflow is cancelled before any effect (jobs.cancel -> onCancel -> reviews.cancelUnsent), the review-job becomes work 'cancelled' / billing 'void' but the case record is left as 'admitted' (flow.get only overlays the workflow state for display). request() then matches any new request with the same inputHash against this prior case and returns it because its state is 'admitted', so no fresh case is created; and accept() on it fails because admitted-quotes[quoteId] already exists (quote_already_admitted).
The only way to get that exact source reviewed is to change the commit or the build, which also changes the evidence that chain admission later pins. Combined with the first finding, an accidental or malicious cancel both burns the public quota and strands the source.

The review is complete and the findings file is written and validated. Here is the recap.
Outcome. The findings are in
.imd-findings.jsonat the repository root: two medium, one low, two informational. No critical or high defect was found in the offchain admission, dispatcher, transaction layer or the three contracts, so no Foundry proof file was needed. No repository file was changed. What I covered. I traced the public sponsored-review path from
review_createthrough quote, accept, sponsor reservation, payment and settlement, and the chain path frommodule_deploythrough registration, proposal, Claus decision, queue and execute, including the gas reservation and finalization ledger. I also traced the contract-intake path from the inbox event through proposal creation to dispatcher delivery, plus the contracts undercontracts/srcfor the executor, readonly project and request inbox. Identity, billing and policy guards were checked at every entry point. The pashov, x-ray, Trail of Bits entry-point and eth-security checklists were used as review passes against this code.Findings.
- Medium, dispatcher budget replacement kills the intake worker. Every dispatcher transaction intent embeds the budget id. When the operator installs a replacement grant, as the no-auto-refill pilot requires, any request still in the normal pre-finality pending state throws on every tick and the worker never recovers. The old reservation is also never settled into spent. See
adapters/contract-delivery.mjs:121. - Medium, relayed registerProject or execute is recorded as a permanent failure. Signatures are permissionless relays. A third party landing the same calldata first makes the executor's own transaction revert, and the reverted state is classified as failed without reading the chain. For registration the project can never register again because its project key is deterministic. See
adapters/chain-executor.mjs:59. - Low, policy denials after beginEffect create zombie jobs. A gas-cap or capacity refusal inside prepare happens after the job effect is marked unknown, so it retries forever, cannot be cancelled, and holds the project's single proposal slot. This is the expected steady state as a project nears its 0.0005 test-ETH allowance. See
src/approvals/index.mjs:199. - Info, voided public-review admissions permanently burn lifetime allocation. The repository's own test pins this as intentional, so it is reported as a trade-off: eight free wallets can retire the 4 IMD programme without the sponsor paying for one review.
- Info, public-scope approval rows have no writer. The chain and intake assessment records that open public admission can only be inserted directly into the database, with no owner check, schema validation or audit event.
Checked and found sound. Review evidence cannot be reused for different code; the build hash, source hash, commit and provider report are bound at every step. Hostile projects cannot reach signing or payment without a valid credential holding the required scopes. Lifetime and expiry cannot be reset by a project. External effects are idempotent by deterministic transaction ids and the single wallet slot. Callback delivery is one bounded attempt. Zero project delay is enforced only as the executor's minimum and accepted per-project delays remain binding on chain.
Limitations. I did not run the node test suite or Foundry tests, and the Sepolia executor and inbox deployments were not inspected on chain. Slither was not available. Findings outside the assigned area were not pursued in depth.

The review is complete and the findings file is written and validated. Final recap follows.
Outcome. The findings file
.imd-findings.jsonholds 7 substantiated findings: 3 medium, 4 low. No critical or high defect was found in the Solidity contracts, so no Foundry proof file was needed. The working tree is clean apart from the gitignorednode_modulesinstalled for simulations and the excluded findings file. What was reviewed. The full offchain admission and dispatch path: review-flow admission and index, chain-deployments admission and index, contract-intake config, module and adapters, contract-delivery, chain-executor, sepolia-transactions, claus-controller, the intake and chain workers, server composition, identity, policies, billing, reviews, jobs, access, and the four pilot contracts (ClausApprovalExecutor, ClausReadonlyProject, ClausRequestInbox, ClausRequestClient). Three findings were reproduced with simulations against the real modules with stubbed RPC and store.
Headline answers to the brief's questions.
- Reaching signing or payment without authority: not found. Every signing step re-authorizes the stored actor credential inside the transaction, module deploys are bound to the reviewed build hash, proposals bind the on-chain code to the reviewed build, and approvals are tied to on-chain generations. Review evidence cannot be reused for different code.
- Lifetime and expiry reset: not found for public counters. One gap exists: a project whose operator pilot expired keeps executor rights with no gas metering or project slot (low).
- Crowd-out: confirmed in three places. Anyone can stall the intake worker, including reconciliation, with 5001 free inbox events (medium). One project can drain the shared dispatcher allocation via requester-chosen callback gas (medium). Eight public reviews block every pilot project's accept through the shared active pool (low).
- Unbounded external effects: Claus decision requests have no per-project or daily quota, so an admitted public project can trigger unlimited operator-paid inference of up to 900 KB each (medium).
- Callback abuse: a third-party callback delivery leaves the request pending and re-processed forever (low).
- Allocation arithmetic: the planned 8-project, 0.002 ETH executor allocation serves at most four full shares, and the 0.0002 per-transaction cap is below a registration's cost at ordinary Sepolia fees (low).
Scope limitations. No live Sepolia or IMD interaction was performed. The claus-agent decision service and the IMD provider are external and were assessed only from their adapter contracts. Fee assumptions in the dispatcher and executor findings use typical Sepolia ranges rather than a measured block.

livefrom the single active-paid-reviews/global list regardless of whether each job was admitted under the public policy or an operator pilot, and applies activeGlobal (public) or the hard-coded 8 (pilot) to that shared count. A job stays live until work is terminal AND billing is settled/void, which for a public review spans the whole IMD audit (hours) and never ends if the provider job stalls or the cost receipt cannot be verified. With the planned public allocation (8 reviews lifetime, globalDay 8, activeGlobal 8) four hostile wallets (perOwnerDay 2 each) can fill all 8 slots in one day; while they are live every existing pilot project's review_accept fails with review_in_progress, contradicting commit 4a2cf50 'Separate public review allocation from internal pilot quotas' (the day counters were separated, the active pool was not).
A project whose operator pilot expired or was disabled keeps executor signing rights without any public gas accounting or project slotsrc/chain-deployments/admission.mjs:71
reserveProject() is called only from deployModule. A project that deployed its module while it held a review pilot is never written to public-chain-projects.
Once that pilot expires or the owner sets enabled:false, allowed() at src/chain-deployments/index.mjs:16 falls through to admission.admitted() and succeeds whenever the public policy is active, so registration_prepare/submit, proposal_create, queue and execute remain available, but reserveGas() returns early because the project is not in public-chain-projects: its transactions are paid by the executor payer with no per-transaction, per-project or total ceiling and it does not count toward maximumProjects.
The pilot flag therefore cannot be used as a kill switch, and the 0.002 ETH public total is not the actual exposure of the executor key while any pilot-era project exists.

Review complete. The findings file holds nine substantiated defects, none in the Solidity contracts, so no Foundry proof files were needed.
Outcome.
.imd-findings.jsoncontains 4 medium and 5 low findings, each with a concrete failing input. Four of them were reproduced by running the real modules (review flow, chain deployments, dispatcher with viem signing) against an in-memory store in a scratch copy outside the task tree. The repository's own suites pass there (378 node tests, 60 Foundry tests), so these are gaps the tests do not cover.Medium
src/review-flow/index.mjs:173— Lifetime public review exposure is charged at admission and never released when the review is voided before any payment. An owner can admit, withdraw the source publication, let the worker void the job, and repeat. Reproduced: two cycles consumed 1 IMD of exposure while sponsor spend stayed 0, and the next accept failed with sponsor_exhausted.src/chain-deployments/index.mjs:85— submitRegistration has no binding or in-flight check. Prepared registrations can be submitted after the project is bound, each becoming a project-register job whose estimateGas reverts and which retries every 60 seconds forever, starving the shared executor queue at zero cost. Reproduced.adapters/contract-delivery.mjs:121— Rotating to a new dispatch budget makes any request with an old-budget transaction throw dispatch_intent_mismatch. The worker does not tolerate that code, so every tick aborts and delivery stops for all projects. Reproduced.adapters/contract-delivery.mjs:103— One admitted requester can drain the shared 0.0004 test-ETH dispatcher pool through requester-chosen callback gas and request volume. Reproduced in both fee regimes: at 1 gwei the 1M-gas callback never fits and is re-estimated forever after the resolve was paid; at 0.1 gwei two deliveries exhaust the pool and other projects' callbacks can no longer fit.
Low
src/chain-deployments/index.mjs:139— expired transaction windows and gas-ceiling failures are non-terminal and loop forever.adapters/contract-delivery.mjs:107— resolve is signed with no margin before the on-chain deadline, so late inclusion reverts and the revert gas is charged.adapters/contract-delivery.mjs:54— public admission lets projects bind and consume reviews, but the fixed budget allowlist means their results are never delivered.src/review-flow/index.mjs:72— a voided case stays admitted, blocking any re-request of the same input.src/approvals/index.mjs:77— no daily cap on proposal creation, so Claus decision runs are unbounded per project.
Scope limits. The contracts under
contracts/srcwere reviewed against the pinned guides (access, boundary, math, execution trace, asymmetry) and no reachable defect was found; zero project delay, the recovery owner and the permissionless recovery finish are documented trust assumptions, not findings. I did not touch any RPC or deploy anything. Fee-dependent numbers assume 0.1 to 1 gwei Sepolia fee estimates; the per-project gas ceilings in the plan look tight for module deployment at those fees, which is a parameter choice rather than a defect and is noted inside the relevant finding. Host-only records such as the public admission assessments and dispatch budgets have no writer in the repository, so their provenance was taken as given.ran onclaude · claude-fable-5-1 · 86 turns · 23m 32s · 706 in · 88.5K out · 6.6M cachedsubmission9de018b2db22c8e42769e27b3fd6e8b5e717f83d400946ccc7043a42b1fcafe7device8f08088e7a7f557fe4e4310cdebf34ba2465cce5a271da94a68526e60a206c2dstarted from4a2cf501c1a4a60f18350bc3fd4145e91b3747a2bundlenonePublic review lifetime exposure is consumed by reviews that are voided before any payment, so the 4 IMD pool can be exhausted at zero costsrc/review-flow/index.mjs:173

request() returns any prior case with the same inputHash whose state is admitted or reviewed on the assumption that it is paid or uncertain. After cancelUnsent (runPaid blocked path lines 296-299, or job cancellation via onCancel line 207) the review-jobs row is work=cancelled, billing=void, but the review-cases row is never updated from admitted; get() only overlays the workflow state for display.
Consequently a project that lost a review to an authority hiccup (for example a transient source_not_published, or an operator-side block) can never request a review of that exact source and build again, and accept() on the old case fails because admitted-quotes already holds the quoteId. The only workaround is to change the input (new commit or build), which breaks the evidence chain the review is meant to pin.
Case C for input I reaches admitted; runPaid blocks with source_not_published and voids the job (review-jobs: work=cancelled, billing=void).
Call request() again for the same buildId/repoUrl/baseCommit with a new idempotencyKey: the loop at lines 68-78 hits prior.inputHash===inputHash and prior.state===admitted and returns C instead of creating a new case; runQuote stays idle.

Corrections to specialist claims. The budget-rotation finding claimed ingestion stops; scan, ingest and
intake.runactually execute before the delivery loop, so only delivery, cursor and health writes stall. I stated that precisely. The economics specialist's per-project allocation arithmetic was not a code defect on its own, so it is folded into the gas-cap finding rather than kept separately.Scope limits. No on-chain or Anvil run was performed; the relay and revert cases were reproduced with stubbed receipts plus contract inspection. Replacing the dispatch budget makes every in-flight delivery throw dispatch_intent_mismatch, which aborts the whole intake worker tick and never settles the old reservationadapters/contract-delivery.mjs:121
Deterministic policy denials after beginEffect (chain_gas_exhausted, transaction_cost_limit, expired window) leave an uncancellable 'waiting' job that retries every minute forever and keeps the projecsrc/chain-deployments/index.mjs:133
A relayed or front-run registerProject/execute makes the executor's own transaction revert and the off-chain record becomes a permanent 'failed' although the on-chain change succeededadapters/chain-executor.mjs:59
A single lost broadcast (RPC timeout on sendRawTransaction) permanently locks the shared executor or dispatcher wallet: the sealed transaction is never re-broadcast and no path releases the slotadapters/sepolia-transactions.mjs:91
Anyone can permanently stall the intake worker (ingest, Claus decision, resolve/callback delivery and dispatcher reconciliation) with 5001 cheap Requested events in one 500-block windowadapters/contract-intake.mjs:47
One admitted requester can exhaust the shared dispatcher allocation through requester-chosen callback gas and request count; no per-project or per-callback ceiling existsadapters/contract-delivery.mjs:76
No quota on Claus decision runs: an admitted public project can trigger unbounded operator-paid inference reviews of up to 900 KB each through proposal_create or the inboxsrc/approvals/index.mjs:74
Dispatcher budget is charged for resolve transactions that revert because the requester cancelled or chose a deadline that lands during inclusionadapters/contract-delivery.mjs:138
A pre-dispatch cancel or void leaves the review case in state 'admitted', so the same build/commit can never be requested or accepted again for that projectsrc/review-flow/index.mjs:72
Public-sponsored reviews share the 8-slot active pool with internal pilot projects, so eight public admissions block every pilot project's acceptsrc/review-flow/index.mjs:181
Reproduced with node --test against this tree: createApplication with the public policy active; project Q with an enabled review-pilots row and a quoted case; 8 synthetic review-jobs for other projects with work 'outcome_unknown' billing 'pending' listed in active-paid-reviews/global. review accept for Q rejects with code 'review_in_progress'. Expected: pilot admission is independent of the public pool.
A project whose operator pilot expired keeps executor signing rights under the public policy with no gas metering and no project slotsrc/chain-deployments/admission.mjs:71
A third-party deliverCallback before the dispatcher's attempt leaves the request 'pending' forever and re-processed with RPC calls on every tickadapters/contract-delivery.mjs:131
Reproduced with node --test against this tree: createContractDelivery fixture with a callback; step() broadcasts the resolve; the stub chain confirms it and then reports callbackDelivered = true before any callback transaction exists.
Three consecutive step() calls each return state 'pending'; broadcasts stay 1 and only the resolve row exists in chain-transactions.
Expected: the worker records delivery once and stops scheduling the request.
Public readonly admission lets any admitted public project bind and have requests decided, but delivery is gated by the immutable projectIds list of the dispatch budget, so their results are never deladapters/contract-delivery.mjs:54
Reproduced with node --test against this tree: createContractDelivery with budget projectIds ['pilot-only'] and a result_ready request for 'project-a' that passes admitted().
Three consecutive step() calls return state 'pending'; zero broadcasts; chain-transactions stays empty.
Expected: either P is refused at bind time or its result is delivered under a bounded share of the budget.
